Bullish (NYSE: BLSH) stock fell 9.5% on Wednesday, Sept. 16, 2026, after a key regulatory bill for the cryptocurrency industry failed to advance in the Senate.
The S&P 500 dropped 0.4% while the Nasdaq Composite finished flat.

Yesterday afternoon, the CLARITY Act failed to receive enough votes to advance in the Senate. The bill, which would create a set of rules to govern how digital assets and cryptocurrencies are treated by regulators, needed 60 votes.
The vote largely split along party lines, though 4 Republicans broke with their party to vote NO. The opposition was centered on the ethics rules set out in the bill.

Bullish, which operates an institutional exchange and owns CoinDesk, would benefit greatly from the Clarity Act's passing. The company's ability to deal with many traditional financial institutions is limited until clear rules are set by Congress.
While this version failed, it shouldn't be taken to mean no legislation is coming. I think there's a good chance we'll get a formalization of the rules at some point. The problem is when.
Of course, Bullish still does plenty of business without these rules.
