Hong Kong Passes a New Crypto Tax Law: What Changes for Investors in 2027

Hong Kong lawmakers on Wednesday passed a bill that brings global crypto tax reporting rules to the city. Service providers will start collecting user data in 2027.

The move puts Hong Kong alongside several Asian hubs racing to tighten crypto tax transparency.

Hong Kong Adopts the OECD’s Crypto Tax Reporting Rules

The Crypto-Asset Reporting Framework, or CARF, is an OECD standard for tax transparency. It enables countries to exchange information on crypto-asset transactions automatically every year.

Hong Kong’s Legislative Council approved the Inland Revenue Amendment Bill 2026 on November 4. The law implements CARF and the latest amendments to the Common Reporting Standard, or CRS.

Under the new rules, relevant service providers must begin collecting specified information in 2027.

Then, Hong Kong will start its first CARF exchanges with partner jurisdictions in 2028.

Meanwhile, the amended CRS takes effect in 2028 and extends coverage to digital financial products. Automatic exchanges under the updated standard will follow in 2029. Notably, Hong Kong has exchanged financial account information under the CRS since 2018.

Secretary for Financial Services and the Treasury Christopher Hui said the alignment would “reinforce the confidence of crypto-asset service providers.” The Inland Revenue Department has also formed a dedicated team to guide the industry.

Which Other Asian Countries Are Tightening Crypto Tax Rules?

Several Asian financial centers are moving in the same direction. Notably, Singapore published its CARF regulations in August 2026.

Under those rules, new users in Singapore must provide their tax residency and identification number from January 1, 2027. Moreover, platforms cannot execute trades for users without valid self-certification from 2028.

Similarly, South Korea and Japan are among the jurisdictions that have committed to begin CARF exchanges by 2027. Australia has made the same commitment.

As a result, tax authorities across Asia will scrutinize crypto investors far more closely. Exchanges will need stronger due diligence and reporting systems to comply.

In practice, tax authorities will receive yearly data on users’ crypto transactions. Therefore, investors with accounts abroad may find it much harder to hide gains.

However, the shift could also boost institutional confidence. Clear tax rules often attract regulated players, which aligns with Hong Kong’s goal of becoming a leading digital asset hub.
