KuCoin Announces Russia and Belarus Exit With Individual Account Deadlines

TL;DR: KuCoin says it is discontinuing all services for users in Russia and Belarus. Affected accounts will receive their own deadlines for closing positions and withdrawing assets.

KuCoin has announced an immediate end to services for users in Russia and Belarus, while saying it will provide an orderly process for affected customers to close positions and withdraw assets. The October 29 notice applies across the exchange’s products and features.

The announcement leaves an important operational detail at account level. It does not publish one universal withdrawal deadline, so users should not assume a date circulating elsewhere applies to their circumstances.

The restriction covers the whole platform

KuCoin’s official notice attributes the decision to applicable legal and regulatory requirements. It says affected customers will receive notifications containing closure instructions and relevant deadlines. Customers who have not received a notification are told that no action is required on the basis of this notice.

The statement does not identify one particular enforcement order as the sole trigger. It should therefore not be expanded into a claim that a named government compelled the exit unless further documentation establishes that connection.

The published decision is nevertheless broad: the withdrawal from the two markets is not limited to a particular token listing or an individual trading product.

Closing exposure is different from transferring a balance

An account can contain more than assets that are immediately available to send elsewhere. A trader may have open orders, borrowed funds or positions that need to be closed before the remaining balance can be withdrawn. The exact procedure depends on the product and the account’s state.

That is why account-specific instructions matter. A simple transfer deadline would not explain how to deal with every possible obligation. It also would not identify which assets or networks remain available during a wind-down.

Customers should use the official account channel to establish those details. The exchange’s terms of use provide the wider contractual context, but a general terms page is not a substitute for the notification governing a particular closure.

Global brands still operate through regional boundaries

A blockchain transaction can cross borders without changing its basic technical format. An exchange’s relationship with a customer is different. Access depends on the legal entities, services and jurisdictional restrictions under which that relationship operates.

This creates a practical difference between ownership of a token and access to one venue that supports it. Losing access to a platform does not itself change the token’s network rules, but it can change how a customer trades, converts or withdraws that holding.

For businesses integrating exchange services, jurisdiction checks cannot be a one-time onboarding exercise. A later restriction can affect treasury operations, recurring transfers and the availability of a previously convenient source of liquidity.

Clear notices matter during an exchange exit

An orderly closure should make the remaining steps understandable: which positions must be settled, which transfers can still be requested and how exceptions are handled. Ambiguity can turn a manageable deadline into a rushed operational decision.

It can also create an opening for impersonators. KuCoin’s announcement specifically directs users to official channels. A message offering to accelerate an account exit should not be trusted merely because it references the real withdrawal from Russia and Belarus.

The relevant next evidence is the implementation of the closure process. The notice establishes the policy; account communications establish the individual timetable. Until those are read together, it would be misleading to describe every affected user as already unable to retrieve funds or to promise that all accounts will follow the same path.

For market observers, the story is another example of access risk at the service layer. The underlying assets can remain transferable while a particular commercial gateway changes the countries it serves.

Brent's $115 front month sits $4.6 above January — the $14 spread to WTI is the supply-risk premiumDecember Brent trades at $115.29 while January is $110.71, a $4.58 backwardation. The December Brent-WTI spread is $14.2, versus a $3-5 normal. That gap, not the headline, is where the Middle East supply risk is priced. Here is what the curve says, why the December contract's expiry on October 30 will mechanically cut the headline by $4.6, and the 108.81 neckline that decides the next move.
