Quadvest active customer connections increased 14% through September 2026.
The five-year capital budget targets a 13% rate base growth rate.
Roughly 80% of planned capital investments qualify for timely regulatory recovery.
On its third-quarter 2026 earnings call, held on Oct. 27, 2026, H2O America (NASDAQ:HTO) reaffirmed its long-term financial targets following the closing of its Quadvest acquisition in Texas. Expanding operations into fast-growing Texas communities strengthens the long-term compounding profile as rate base growth drives utility returns.
Three things management said stand out.
Acquiring Houston-based Quadvest increases customer density in Texas, where active customer connections rose 14% during the first nine months of 2026. This customer expansion positions Texas to represent 26% of H2O America's total customer base by 2029.
Quadvest's 98,300 connections under contract and pending development at the end of September 2026 is 13% higher than the 87,000 at year-end 2025, despite converting roughly 7,700 connections into active customers during the first nine months of 2026.

Regulated earnings depend on expanding the rate base, which is the asset value on which regulators permit a financial return. A $2.7 billion five-year capital expenditure (CapEx) budget underpins a high compound annual growth rate (CAGR), which measures multiyear growth across the asset base.
Our 2026 to 2030 financial plan remains rooted in our $2.7 billion capital investment budget, combined with the addition of Quadvest. The two are expected to drive a 13% rate base CAGR off our year-end 2025 estimated rate base of $2.8 billion.

Minimizing regulatory lag, which is the operational delay between investing capital and adjusting customer rates, preserves cash flow. Legislative updates and mechanism approvals across key operating states allow H2O America to earn returns on infrastructure spending quickly.
What this progress means is that roughly 80% of our planned capital investments over 2026 to 2030 period qualify for timely regulatory recovery.

Active rate filings across four states govern recovery timing as management balances customer costs against system upgrades.
We will continue to work with our partners in our states to keep rates as affordable as possible for our customers.

Disciplined infrastructure deployment supports consistent earnings growth and long-term dividend continuity.
Together, we protect what is precious. At the same time, we continue executing our growth strategy and delivering shareholder value, including our unwavering commitment to the dividend, which we have paid for more than 80 consecutive years and increased it in each of the past 58.
