Trump's AI task force meets as global AI spending nears $2.7 trillion

On Thursday, the leaders of President Donald Trump’s Super Intelligence Task Force were set to meet, Vice Chair Scott Kupor stated. This meeting takes place as investments in AI rise, public anxiety grows, and allies of the US want access to advanced AI models.

Who sits at the top of the task force?

Jay Clayton, the Director of National Intelligence, presides over the task force. Alongside him as vice chairs are Michael Kupor, Department of Defense official Emil Michael, and Federal Trade Commission Chairman Andrew Ferguson.

Kupor is hoping the group will convene a meeting next week when he will share with the committee the cybersecurity threats that affect the banking industry, healthcare, and essential services providers, while Michael would speak with AI developers.

As per the reports in POLITICO, Vice President JD Vance will take part in the task force with White House Chief of Staff Susie Wiles having the power to either prolong the 120-day period granted to the task force or transfer its functions elsewhere. Former Secretary of State Condoleezza Rice will give advice regarding national security, while technology advice will be provided by ex-AI czar David Sacks.

A 120-day mandate spanning cybersecurity and civil liberties

The copy of its charter acquired by POLITICO assigns the task force a duration of 120 days to investigate issues regarding cybersecurity, civil liberties, advanced-model standards, and overregulation.

The task force is also charged with looking at the manner in which developers disclose hacks, breaches, and jailbreaking. While model risks are still under the responsibility of AI laboratories, responsibilities of implementing the laws fall on the shoulders of federal agencies.

Voters doubt Washington is serious

According to a poll conducted by Reuters/Ipsos, over half (57%) of the registered voters think that the government is not treating the risks of AI seriously enough. Another 54% of respondents believe that the same condition exists in Congress, while 84% think that AI could hurt American employees. The majority of the participants are in favor of stricter regulations to provide better control over AI.

A spokesperson from the administration stated that the task force was going to work towards ensuring that:

“America continues to lead the world“

Six big companies have signed an agreement for voluntary safety principles, but no penalty is given for violating the stated principles.

The spending stakes behind the debate

Gartner expects global AI spending to reach $2.67 trillion in 2026, up 49.5%, largely driven by infrastructure.

Analyst John-David Lovelock described the buildout in a CIO Dive interview as:

“the largest infrastructure project humanity has ever undertaken”

Stricter oversight could raise compliance costs, favoring larger developers. But weak safeguards could leave investors and businesses exposed to costly security failures.

The international testing fight

As Cryptopolitan reported, Washington wants US agencies to review frontier models before Britain’s AI Security Institute.

A June executive order provides for voluntary reviews that could give US agencies up to 30 days’ head start, without mandatory pre-release approval.

The setback could mean allied regulators will have to wait much longer to evaluate new AI models. In addition, developers in multiple countries might incur a much steeper cost if each country had its own safety verification requirements. Over the years, a number of countries could opt for developing autonomous testing systems instead of relying on Washington.

IMF Managing Director Kristalina Georgieva has urged Europe to strengthen its own AI capabilities, while highlighting the importance of diversifying technology supply chains.

Much now depends on whether Washington works with its allies on common safety standards or keeps US testing first. Separate rules could make it harder and more expensive for AI companies to operate across borders.
