Why China Fears Anthropic’s Mythos — and Why It Can’t Do Much About It

Beijing sees Anthropic’s Mythos model as a possible offensive cyber weapon. Officials are drawing up potential responses in case Washington targets Chinese artificial intelligence (AI) firms. People familiar with the deliberations described the plans to Bloomberg.

A second grievance sits beside it. Officials want to know why Anthropic refuses them access for ordinary commercial use.

Why Beijing Reads Mythos as a Weapon

Mythos is Anthropic’s cybersecurity model, trained to hunt zero-day flaws in browsers and operating systems. Anthropic restricts it to vetted partners, a policy set when Mythos 5 first shipped.

Beijing’s fear is about capability, not intent. A tool that finds flaws can also exploit them. Anthropic proved that itself, disclosing on July 30 that its models broke into three outside organizations during cyber evaluations.

Opus 4.7 lifted credentials and reached a production database. Mythos 5 pushed a malicious package to PyPI, the public Python registry. Neither of the organizations Anthropic reached had spotted the intrusion.

Cyber capability is only half of Beijing’s worry. Wu Xinbo, director of Fudan University’s Center for American Studies, points to the other half. US AI firms can harvest customer data and pass it to the US military, he told Bloomberg.

“That is why there is a growing concern over the national security challenge posed by those US AI companies. That’s quite understandable. You have to be cautious.”

China’s Sanctions Options Have Little Bite

Beijing is preparing nothing aimed at Anthropic now, Bloomberg China correspondent Minmin Low said on Television. The measures on the table are reserve ammunition for the day Washington strikes first.

Washington has already sketched what that first strike looks like. Treasury Secretary Scott Bessent floated sanctions on July 21 for any developer found to have stolen intellectual property. Moonshot AI’s Kimi K3 cyber capabilities sit at the center of that fight.

China’s Commerce Ministry, which runs the country’s export controls, answered six days later with a vow to retaliate. So far, the AI exchange has stayed verbal. The wider tech fight has not.

Which brings the problem back to Anthropic. If Beijing does answer, its options could include sanctions or a restricted-entity listing. That designation bars Chinese firms from dealing with a named foreign company.

Against Anthropic, either move would land as theater. The company has no China operations and cut off Chinese-controlled customers last year. Beijing would be sanctioning a firm it already cannot buy from.

Xi Jinping lands in Washington on September 24, with AI talks penciled in beforehand. Beijing wants a warm mood and a result that both capitals can sell. Whether Mythos stays a grievance or becomes a bargaining chip is September’s question.
