U.S. and Iran Reach Truce Memorandum of Understanding; Asian Stocks Surge, Oil Prices Slump

TradingKey - According to media reports, on June 14, Eastern Time, the U.S. and Iran reached a memorandum of understanding (MOU) on a ceasefire, signaling a potential end to a military conflict that has lasted over three months. Following the announcement, Asian markets rallied broadly in Monday morning trade. As of press time, the Nikkei 225 index rose more than 5%, breaking 69,000 points for the first time in history; the South Korean KOSPI index surged nearly 6% at one point, as market risk aversion cooled significantly. U.S. stock index futures also rallied across the board.

International oil prices fell sharply as the Strait of Hormuz is expected to reopen. WTI crude oil futures dropped as low as $80.94 per barrel, a decline of more than 4%; Brent crude futures fell to around $83.5 per barrel.

Pakistani Prime Minister Shehbaz Sharif announced the news on social media platform X in the early hours of June 15, Islamabad time. He stated that following intensive negotiations, the U.S. and Iran have agreed to an immediate and permanent cessation of military operations on all fronts, including Lebanon. Pakistan, Qatar, Saudi Arabia, and Turkey jointly facilitated this diplomatic breakthrough.

U.S. President Trump posted on Truth Social on June 14, stating that "the deal with the Islamic Republic of Iran is now complete," and announced the free opening of the Strait of Hormuz along with the immediate lifting of the U.S. Navy's maritime blockade. Trump wrote: "Ships of the world, start your engines. Let the oil flow."

Iran's Supreme National Security Council issued a statement in the early hours of June 15, confirming the reach of the U.S.-Iran ceasefire MOU and announcing that, as of the night of June 14, military operations on all fronts—including Lebanon—would "stop immediately and permanently," and the maritime blockade against Iran would be fully lifted. The Iranian Foreign Ministry also stated that the formal text of the MOU would be signed within a few days. The official signing ceremony is scheduled for June 19 in Geneva, Switzerland.

According to the 14-point memorandum disclosed by Iran's Mehr News Agency, the core contents include: an immediate and permanent ceasefire; the U.S. lifting the maritime blockade within 30 days; Iran reopening the Strait of Hormuz within 30 days; the U.S. suspending oil sanctions; the U.S. and its allies submitting a reconstruction plan for Iran of at least $300 billion; and reaching a final agreement on issues such as the nuclear program within 60 days.

Unexpected setbacks occurred during the implementation of the agreement. On June 14, Israel launched airstrikes on Hezbollah strongholds in the southern suburbs of Beirut, the Lebanese capital, resulting in casualties. Israel claimed the move was in response to Hezbollah's previous attacks on northern Israel. Trump subsequently criticized the airstrike on Truth Social, saying it "should not have happened," especially as the U.S. and Iran were on the verge of a peace deal. A deputy commander of the Iranian Armed Forces warned that Israel's actions "will not go unanswered."

The international community responded positively to the agreement. Qatar's Foreign Ministry issued a statement calling the deal, which includes measures to ensure freedom of navigation in the Strait of Hormuz, an "important step toward consolidating sustainable peace and promoting regional and global economic growth." The United Kingdom, Germany, France, and Italy issued a joint statement expressing their willingness to lift sanctions in exchange for Iran taking concrete actions on its nuclear program, reiterating that "Iran must never possess a nuclear weapon."

Analysts believe that the reaching of the MOU marks a potential turning point in the Middle Eastern geopolitical landscape, but variables remain in the negotiations for a final agreement. Differences in how the U.S. and Iran describe the "completion of the signing" status, along with the ongoing conflict between Israel and Hezbollah in Lebanon, leave uncertainty regarding the final implementation of the peace process.
