Oracle Wins Near $7 Billion US Defense Department Contract, Oracle Shares Rise Over 3% Pre-Market

TradingKey - On July 23 ET, the U.S. Department of Defense announced that it has signed an enterprise software agreement with Oracle Corporation (ORCL) valued at up to nearly $7 billion, with a base term of five years and an option for an additional five-year extension, bringing the maximum duration to 10 years. Boosted by the news, Oracle's share price rose over 3% at one point in Friday's pre-market trading.

Negotiated by the U.S. Department of the Navy, the agreement primarily aims to consolidate Oracle software licenses and on-premise computing services, which were previously scattered across different military branches and agencies of the Department of Defense, into a single unified contract. The agreement covers all departments under the U.S. Department of Defense, as well as the U.S. Coast Guard and intelligence agencies, and is expected to increase procurement transparency and reduce redundant spending.

U.S. Department of Defense Chief Information Officer Kirsten Davis said the new procurement approach is expected to save taxpayers at least $441 million, while helping the military gain quicker access to the software and computing capabilities it needs. The Department of Defense also hopes to improve system interoperability across different departments by unifying technical standards, thereby reducing cybersecurity risks associated with fragmented software procurement and management.

This contract further consolidates Oracle's position in the U.S. government and defense markets. Previously, the U.S. Department of Defense signed a similar agreement with Microsoft valued at $9.69 billion to centrally manage software licenses used by multiple military and intelligence agencies. Oracle's major contract win indicates that the Pentagon is accelerating the consolidation of its long-fragmented enterprise software procurement.

In terms of financial impact, nearly $7 billion represents the maximum contract value, and actual revenue is expected to be recognized gradually over several years, meaning it will not be booked as Oracle's revenue all at once. However, long-term government contracts typically offer high stability, which helps improve the visibility of the company's future orders and revenue, and positions it to secure more defense projects for its database, cloud computing, and artificial intelligence-related services.
