White House told Congress that failing to pass Trump's H.R. 1 bill by July 4 would be the "ultimate betrayal"

Donald Trump wants his bill passed before fireworks light up the sky on July 4, and the White House made that very clear this week.

In a statement sent directly to Senate offices, officials said Trump would sign the updated version of his sweeping domestic legislation, now known as H.R. 1, and warned Congress not to screw it up.

“President Trump is committed to keeping his promises, and failure to pass this bill would be the ultimate betrayal,” the statement read.

The legislation, called the One Big Beautiful Bill Act, has been tweaked by Senate Republicans, and the administration has given it full backing. The White House says the bill is designed to lock in the “Golden Age of America” and make Trump’s past tax reforms permanent.

That includes no taxes on tips, no taxes on overtime, new breaks for auto manufacturing done in America, and extra cuts for seniors collecting Social Security. The bill also continues the push on Opportunity Zones, which Trump officials say are key to bringing private investment into struggling communities.

Trump’s team ties bill to job growth, defense, and deportations

The White House says Americans will see bigger paychecks if the bill passes. Trump’s Council of Economic Advisers estimated that within four years, a typical family of four would see between $7,600 and $10,900 more in take-home pay each year.

That same period could also bring protection or creation of up to 7.2 million jobs. To make that happen, the bill expands bonus depreciation rules and gives companies full expensing for new factories and factory upgrades, with the idea of giving manufacturing in the US another boost.

Trump’s energy priorities are also baked into the legislation. The bill fast-tracks permits for drilling, opens up federal land for production, and cuts off funds for what the White House calls wasteful environmental programs. Officials say this will help lower energy costs across the board.

On immigration and border security, H.R. 1 delivers what the White House claims is the largest investment in border enforcement in US history. That includes full funding for Trump’s long-promised wall, pay bonuses for ICE and Border Patrol, and new support for the Coast Guard to secure American waters. 

Trump’s team says the bill will stop the flow of fentanyl, deport more undocumented immigrants, and strengthen America’s position abroad through what they’re calling a “Peace Through Strength” agenda.

The defense section of the bill carries a massive $1 trillion investment to rebuild the US military. That covers the Golden Dome defense initiative, new shipbuilding projects, upgrades to the industrial base, and investments in future military technologies. The White House is pitching this as the first step toward creating the most advanced and lethal military in the world.

Congress rewrites key tax pieces in final push for July 4 vote

While Trump is behind the package, the Senate made last-minute edits to a few major tax provisions. One of the big changes is to the standard deduction. The new draft sets it at $15,750 for single filers, which is $250 lower than the earlier version.

Meanwhile, the House version, which passed weeks ago, had pushed for a $16,000 deduction for singles and $32,000 for couples, with the added twist of making it retroactive to this tax year. That would have helped people score bigger refunds ahead of the 2025 midterms. But the Senate’s plan delays it to 2026.

There’s also a change in how tax brackets will be adjusted for inflation. Republicans in the Senate initially wanted to apply the shift to the bottom three brackets. Now, only the bottom two would benefit. At the same time, high earners would be more likely to pay the alternative minimum tax, which was left mostly untouched in earlier drafts.

Those adjustments may be a trade-off. With new benefits being added, like more generous deductions for state and local taxes, lawmakers are trying to offset the costs somewhere else. A full estimate hasn’t been released yet, but the balance seems aimed at fitting everything into the overall budget without blowing past the limits.

Beyond taxes and defense, H.R. 1 also focuses heavily on cutting federal spending. The White House calls it the biggest mandatory spending cut in US history; bigger than the Balanced Budget Act of 1997 or the Omnibus Budget Acts of the early ’90s when inflation is considered.

Trump’s team says it targets fraud and waste without touching Medicaid and SNAP for those who need them. Work requirements for able-bodied adults and citizenship checks are part of the new rules, along with the removal of undocumented immigrants from taxpayer-funded programs.

Everything in the bill is tied to one message from the Trump administration: deliver results by July 4 or face the political fallout. “The One Big Beautiful Bill Act reflects the shared priorities of both the Congress and the Administration,” the White House said. Trump wants it on his desk before the holiday, and lawmakers are under pressure to deliver.
