It follows the S&P 0-7 Year National AMT-Free Municipal Bond Index using an ESG screen and a sampling methodology. The fund is highly diversified, holding 3,373 positions where no single holding exceeds 0.49% of the total portfolio. It launched in 2023. Which looks like the better buy

Both of these ETFs come from the same fund family and target the same conservative corner of the bond market. The decision between them is not about quality or construction; it is about taxes, and specifically about where you fall on the tax scale.

On paper, BSV has a significantly higher yield. For investors in lower tax brackets or holding bonds inside a retirement account, that higher yield makes BSV the straightforward winner. The IRS does not touch income earned inside an IRA or 401(k), which means VTES's tax exemption provides no practical advantage in those accounts.

The calculation flips for investors in higher tax brackets holding bonds in a taxable brokerage account. VTES's municipal bond income is generally exempt from federal taxes, which means higher-bracket investors keep a much larger share of every dollar distributed. For those in the 32% or 37% bracket, VTES's after-tax income can match or exceed BSV's despite the lower headline number.

For the majority of investors, BSV wins on cost, liquidity, and yield. It is the simpler and more practical choice in most situations. The exception is a specific one: If you are in a high tax bracket and investing through a taxable brokerage account rather than a retirement account, VTES could actually put more income in your pocket than BSV despite paying less on paper. If that describes your situation, it is worth doing the math.
