Indonesian Rupiah gains as BI Governor Destry reaffirms rate autonomy

  • Bank Indonesia Governor confirmed full policy independence despite closer coordination with the government.
  • Future BI interest rate hikes remain data-dependent, supported by $146.3 billion in foreign exchange reserves.
  • Bilateral local currency trade deals surged to $49.42 billion, significantly reducing US dollar reliance.

USD/IDR depreciates after registering modest gains in the previous day, trading around 17,950 during Asian hours on Tuesday. The Indonesian Rupiah (IDR) gained support against the US Dollar (USD) following comments from Bank Indonesia’s (BI) new chief, Destry Damayanti.

In an interview on Monday, Damayanti emphasized that while the central bank is working in closer synergy with the government to ensure fiscal and monetary policy alignment, BI retains full autonomy over its policy interest rates. She clarified that although government officials attend parts of BI's monthly reviews and she meets with President Prabowo Subianto, the government has no say in monetary decisions, which remain strictly data-dependent, per Reuters.

Addressing market concerns over political interference that have made the rupiah Asia's worst-performing currency, Damayanti reaffirmed BI's absolute authority to adjust interest rates or implement other incentives when needed.

To stabilize the Rupiah after it hit an all-time low in June, BI raised interest rates by a total of 100 basis points across May and June. Rates have since remained unchanged, but BI introduced an innovative discount on foreign exchange hedging instruments—a move that adds up to 40 basis points to foreign investor returns without requiring further rate hikes. Damayanti stated that future tightening remains possible depending on economic data, and noted that Indonesia’s foreign exchange reserves stood at an adequate $146.3 billion at the end of September to maintain currency stability.

In a broader effort to reduce reliance on the US Dollar, BI has actively expanded Local Currency Settlement (LCS) agreements with key trade partners, including China, Japan, South Korea, and Singapore, with a similar deal with India currently in the pipeline. These bilateral agreements have driven exponential growth in local currency transactions, which surged to $49.42 billion by August of this year, nearly double the $25.74 billion recorded in all of last year. Chinese yuan transactions accounted for roughly three-quarters of this total, signaling a significant shift toward regional currency integration.

The USD/IDR pair depreciated as the US Dollar (USD) pulled back from an 18-month high. The US Dollar Index (DXY), which tracks the Greenback against a basket of six major currencies, pulled back to around 102.40 after briefly touching a peak of 102.61. Investors are now looking ahead to crucial economic data, including Wednesday’s US Consumer Price Index (CPI) and Thursday’s Producer Price Index (PPI), to gain clearer insight into the Federal Reserve's rate path. According to the CME FedWatch Tool, pricing suggests roughly an 80% likelihood that the Fed will leave interest rates unchanged at its upcoming meeting, alongside an 88% chance of a rate hike in December.

Interest rates FAQs

Interest rates are charged by financial institutions on loans to borrowers and are paid as interest to savers and depositors. They are influenced by base lending rates, which are set by central banks in response to changes in the economy. Central banks normally have a mandate to ensure price stability, which in most cases means targeting a core inflation rate of around 2%. If inflation falls below target the central bank may cut base lending rates, with a view to stimulating lending and boosting the economy. If inflation rises substantially above 2% it normally results in the central bank raising base lending rates in an attempt to lower inflation.

Higher interest rates generally help strengthen a country’s currency as they make it a more attractive place for global investors to park their money.

Higher interest rates overall weigh on the price of Gold because they increase the opportunity cost of holding Gold instead of investing in an interest-bearing asset or placing cash in the bank. If interest rates are high that usually pushes up the price of the US Dollar (USD), and since Gold is priced in Dollars, this has the effect of lowering the price of Gold.

The Fed funds rate is the overnight rate at which US banks lend to each other. It is the oft-quoted headline rate set by the Federal Reserve at its FOMC meetings. It is set as a range, for example 4.75%-5.00%, though the upper limit (in that case 5.00%) is the quoted figure. Market expectations for future Fed funds rate are tracked by the CME FedWatch tool, which shapes how many financial markets behave in anticipation of future Federal Reserve monetary policy decisions.
