Russia rolls out digital ruble on Sept. 1, keeps crypto payments banned

On the 1st of September, major telecom firms and e-commerce businesses in Russia will introduce the digital ruble which will be a step further in promoting the state-supported currency in daily transactions while preventing the adoption of cryptocurrencies.

Moscow takes a solid stance in the world of cryptocurrencies. The country allows investment and transactions involving cryptocurrencies but prohibits the use of cryptocurrencies for direct payments. While other markets are still busy discussing the concept of stablecoins, Russia has already moved into the future through the implementation of a central bank digital currency (CBDC) for payment in shops and, at the same time, keeping payments strictly limited to currencies controlled by the government.

Telecom giants flip the switch first

According to reports, three of the four primary mobile phone operators in Russia are preparing to accept digital rubles right from the launch. MTS, Rostelecom and MegaFon have officially confirmed the news to Vedomosti. Meanwhile, VimpelCom, the parent company of the Beeline operator, refused to comment on the issue.

Payments will be processed by MTS through its MTS Pay module. Starting September 1, customers will be able to choose the “Digital Ruble” option in the My MTS app/online store, choose a bank, and complete the payment in a process that the company describes as similar to Russia’s Faster Payment System.

Rostelecom is continuing improvements to its technology platform with an unnamed large banking institution. Initially implementing the technology will be implemented for one-time e-commerce transactions. It will include a recurring billing function later. MegaFon called the digital ruble just another payment option for customers.

Marketplaces and a legal deadline arrive together

Wildberries and Ozon, which are the two biggest online marketplaces in Russia, will also begin accepting the digital ruble starting September 1. Ozon told RIA Novosti and Prime that it is going to start with “a test mode” and will expand access afterwards. Wildberries has informed that it complies with the requirements of the Central Bank of Russia.

The timing denotes the timing of a legal deadline. Under the law that came into force in July 2025, all retailers with major banks and provide services with gross revenue of over 120 million rubles, which is almost 1.5 million dollars, will have to accept payments in digital rubles starting from the 1st of September, 2026. The companies with revenues exceeding 30 million rubles have to follow suit by September 2027, and the other companies will have to do the same in September 2028.

All 12 of Russia’s systemically important banks, including Sber, VTB and Alfa-Bank, must also support the currency from launch. Central Bank Governor Elvira Nabiullina told TASS: “Technologically, everything is ready.”

Why the crypto ban is the real story

The rollout draws a sharp line between state-backed digital money and privately issued alternatives. Individuals will pay no fees and access wallets through existing banking apps. The Central Bank also plans to cap monthly top-ups at 300,000 rubles per bank.

What Russians still cannot do is spend Bitcoin or other decentralized tokens directly, and Moscow has shown no sign of changing that rule.

That makes Russia’s strategy stand out as stablecoins gain ground elsewhere. In a June consultation paper, the Bank of Russia noted that countries are increasingly considering national stablecoins to protect monetary sovereignty, yet it proposed maintaining its ban on using stablecoins and similar digital financial assets for domestic settlements.

The Bank for International Settlements raised a related concern in its June annual report, warning that widely used stablecoins fall short of the core properties of money and could contribute to “stablecoin dollarisation” in developing economies. Russia’s answer is a digital currency controlled from end to end by its central bank.

Whether Russians actually want it is another matter. Recent polling still shows considerable hesitation:

Digital ruble adoption snapshot

VTsIOM — June 5, 2025: A nationwide online survey of 1,662 Russian adults aged 18 and over found that 51% did not want to try the digital ruble, compared with 35% who did. Separately, 40% said they saw no advantages in the digital ruble over cash and non-cash rubles.

SuperJob — Dec. 30, 2025–Jan. 12, 2026: Among 1,600 economically active Russians aged 18 and over who were aware of the digital ruble, surveyed across 380 settlements nationwide, 10% said they were willing to receive their entire salary in digital rubles and another 5% would accept part of their wages that way. 67% opposed receiving their salary in the new form.
