Binance Investigated by US DOJ Over Iran Issues: Can BNB Price Continue to Rise?

Source Tradingkey

TradingKey - According to a Bloomberg report on September 22, the world's largest cryptocurrency exchange Binance (BNB) is facing another regulatory storm as the U.S. investigates whether Binance violated U.S. sanctions against Iran by knowingly allowing cryptocurrency transactions involving Iran.

Following this news, the market has focused intensely on the future trajectory of Binance's platform token, BNB. This article will provide an in-depth analysis of the latest developments in this regulatory event, its actual impact on BNB, and the key factors determining whether the price of BNB can maintain its upward trend in the future.

Why Is the US Justice Department Investigating Binance?

Three years later, the Manhattan District Attorney's Office in New York and the Criminal Division of the Department of Justice have launched another investigation, focusing on whether Binance failed to block cryptocurrency transactions involving Iran with knowledge or awareness, further violating U.S. sanctions against Iran.

In early September, Manhattan federal prosecutors sought the forfeiture of $61 million in cryptocurrency, claiming that the funds stemmed from Iranian black-market oil sales and were transferred through a network of digital wallets. While the U.S. Department of Justice did not directly accuse Binance itself of criminal intent, it claimed that over $1.5 billion in Iranian oil sale proceeds were processed, with two Chinese companies allegedly using Binance accounts to launder money.

Although Binance has consistently claimed a "zero tolerance" stance toward sanctions violations and full cooperation with investigations, U.S. regulators remain intent on strictly scrutinizing whether it has fulfilled its compliance commitments under the 2023 settlement terms. Three years ago, Binance admitted to violating relevant U.S. regulations, ultimately paying $4.3 billion to reach a settlement and agreeing to strengthen its compliance program.

How Will Regulation Impact Binance?

Currently, the U.S. investigation into Binance remains in its early stages, and a DOJ investigation does not necessarily lead to criminal charges. Therefore, the news did not trigger a significant drop in BNB's price; instead, it rose by about 5% that day, briefly breaking through the $800 mark.

Although BNB's price is currently unaffected by the incident, this does not mean there is no impact at all. The actual impact depends on the investigation results, which can be categorized into three main scenarios:

Estimated Scenario

Probability

Trigger Conditions and DOJ Findings

Operational and Financial Impact on Binance

Full Compliance

Moderate

The DOJ recognizes Binance's proactive cooperation with law enforcement since the 2023 settlement

• Exemption from additional fines or regulatory escalation.

• Enhanced trust from international regulatory bodies (such as EU MiCA license applications).

• Stabilization of corporate governance and operational costs.

Supplemental Fines and Settlement

Relatively High

The DOJ determines that Binance still has lapses in compliance screening, but acknowledges that it did not actively assist in money laundering, resulting in additional civil fines and an extended regulatory oversight period.

• Payment of supplemental fines ranging from tens of millions to hundreds of millions of dollars.

• Extension of the independent compliance monitor's review period or strengthened oversight.

Finding of Breach of 2023 Agreement Terms

Relatively Low

The DOJ determines that Binance executives or employees "knowingly" assisted sanctioned entities in transferring funds, constituting a material breach of the 2023 plea agreement.

• Facing extremely high, secondary criminal fines.

• Management may face a new round of criminal prosecutions or stricter administrative bans.

• Global compliance license applications face the risk of being completely blocked or revoked.

Can BNB Still Rise in the Future?

Currently, BNB price is rising alongside the broader crypto market led by BTC and ETH, having broken above $740—the rebound high since the crash in February this year, which also corresponds to the Fibonacci 0.236 resistance level. This signals a reversal of the bear market bottoming process. Before the U.S. releases its investigation findings, or if the results show no violations or compliance lapses, BNB price is expected to continue rebounding and strengthening, initiating a medium- to long-term upward trend.

However, if U.S. authorities determine that Binance committed severe violations and announce additional criminal charges, it would present a major bearish catalyst. The Binance platform could experience short-term net capital outflows, with funds flowing into decentralized exchanges (DEXs) or compliant competitors like Coinbase. Meanwhile, panic selling of BNB in the market would be inevitable, driving its price back down toward the bottom near $530. Although this scenario is less likely, it is still necessary to guard against such black swan events.

Conclusion

The U.S. Department of Justice is investigating whether Binance knowingly violated sanctions against Iran. If the outcome indicates full compliance or involves only supplementary fines, BNB is expected to follow the broader crypto market in sustaining its medium-to-long-term upward trajectory. However, if it is found to have materially breached its settlement agreement and faces astronomical criminal charges, it could trigger panic selling and push the price down toward $530.
