Key Points

  • The new 25-year Cayman retail license provides critical long-term cash flow stability.

  • Persistent permitting delays at the Honolulu desalination plant remain a major execution headwind.

  • The current trailing P/E of 28 leaves little room for earnings disappointment, but there's upside potential.

When a municipal water system hits a crisis, the solution is rarely a quick fix. It takes specialized engineering, durable reverse osmosis technology, and years of navigating complex regulatory permits to ensure a town can keep the taps running. Consolidated Water (NASDAQ:CWCO) has built its business on this technical grind, designing and operating desalination and water treatment facilities across the Caribbean and the United States. While the company recently secured long-term stability with a 25-year retail license in the Cayman Islands, its stock has had a rougher run, declining 21% over the past year and trading at $27.50 as of Sept. 28, 2026.

Our proprietary Hidden Gems scoring system assigns Consolidated Water an overall Superscore of 70 out of 100, placing it in the Above Average category. The Superscore is an AI-powered score that evaluates a company's overall strength by combining financial performance, product market position, technological capabilities, leadership quality, and relative valuation. It represents the unification of all our scores into a single score for public companies, with five rating bands: Exceptional (90-100), Strong (75-89), Above Average (60-74), Average (40-59), and Cautious (0-39). A 70 places the company in the Top ~32% of all public companies we score. This score serves as one data-driven signal worth investigating, and this piece pairs the reasons for that ranking with the headwinds the company faces, so that you can weigh both sides of the ledger.

Why CWCO Has a 70 Superscore

  • Long-term regulatory protection: The recently granted 25-year exclusive retail license in Grand Cayman codifies specific base rates and energy pass-through mechanisms, creating durable barriers to entry for potential rivals.
  • Strong balance sheet: It holds $133 million in cash and cash equivalents as of June 30, 2026, providing a significant cushion to navigate project delays or market volatility.
  • Diversified revenue streams: By expanding from a regional bulk water supplier into a comprehensive services and manufacturing provider, it has successfully reduced its reliance on individual large-scale construction contracts.
  • Operational track record: It has demonstrated a clear ability to scale its business, growing revenue from $67 million in 2021 to $132 million in 2025 through a mix of organic utility growth and strategic acquisitions like Ramey Environmental Compliance (REC).

The Hidden Gems Superscore reflects The Motley Fool's proprietary AI-driven evaluation of a company across product, financial, leadership, and valuation pillars as of the article date and may change over time. Performance figures are point-in-time. Past performance does not guarantee future results.

Why Is CWCO's Superscore Not Higher?

  • Project permitting friction: Recurring delays at the Honolulu-based Kalaeloa desalination project have deferred construction milestones, forcing management to pursue schedule relief and creating material uncertainty.
  • Revenue growth volatility: The company's reliance on large, lumpy construction and services contracts led to a 2% year-over-year revenue decline in Q2 2026, highlighting the difficulty of maintaining steady growth during transition periods.
  • Stretched valuation: The stock trades at a trailing P/E of 27.65, which leaves little margin for error if earnings growth cools or if regulatory negotiations in its secondary markets hit unexpected snags.

Consolidated Water maintains a highly capital-efficient business, earning outsize profits on a relatively small base of hard tangible assets. This efficiency allows the company to turn incremental revenue growth into meaningful returns, a characteristic that often commands a premium valuation from the market. While this efficiency is a clear structural advantage, it does not fully insulate the stock from the execution risks tied to its current project pipeline.

My 5-year prediction for CWCO stock

A more than 50-year-old utility may not sound exciting to investors, but Consolidated Water could be positioned for some exciting growth, too. This small-cap Cayman Islands utility now serves four countries with nearly 100 water treatment facilities in operation.

The business can be cyclical and dependent on factors such as weather, permitting, contract timelines, and government utility allocations. That can bring opportunity for investors, though. Now is potentially one of those opportunities with the Consolidated Water stock down over 20% year-to-date.

This stock could be well-suited to add diversity to a portfolio. There's significant demand for water treatment and desalination facilities. While permitting hurdles remain, management still believes the Hawaii desalination project can start before the end of the year. Additionally, the new 25-year Cayman Islands license guarantees stability for this vital part of the business.

Consolidated Water leverages its diverse water operations, steady revenue streams from its Caribbean businesses, and expansion opportunities in the U.S. to thrive amid the increasing global need for clean water. The company is also supported by a robust balance sheet, which facilitates strategic ventures and acquisitions.

An added catalyst could come from its foothold in the Caribbean, potentially gaining from improved relations between the U.S., Venezuela, and possibly even Cuba. For now, the recent share price decline, 2% dividend yield, and ongoing project work should help this stock provide solid long-term returns for investors.
