Circle launches Arc mainnet with Wall Street validators as CLARITY Act stalls

  • Circle launched Arc mainnet on Wednesday, with major financial institutions as validators, focusing on real-world assets, payments and the agentic economy.

Circle has publicly launched the Arc mainnet on Wednesday, an EVM-compatible Layer 1 blockchain built for financial markets, stablecoin payments, and AI agentic economic activities. The decentralized Layer 1 ecosystem accepts Circle's 1:1 US Dollar-pegged stablecoin, USDC, to ensure settlement certainty. 

The Arc testnet was released in late October, recording more than 500 million transactions across nearly 3 million wallets, with its founding validators including major financial institutions such as BlackRock, Depository Trust & Clearing Corporation (DTCC), Galaxy, Global Payments, ICE, MasterCard, MoneyGram, SBI, Standard Chartered, Sumitomo Corporation, and Visa as its founding validators.

Circle releases Arc amid market pressure

Arc’s debut follows the failure of the CLARITY Act to advance to the Senate floor, delaying the division of regulatory oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Circle’s shares closed at $86.30 on Tuesday, down over 11%, after ARK Invest trimmed its stake by 142,000 shares of CRCL on Monday.  

Day 1 crowd of the Arc ecosystem

The day-one integrations include Aave, Aerodrome (AERO), Morpho and Uniswap on the DeFi side, while Rin, Thunes and Wirex provide payment support. Binance Wallet, Chainlink, Fireblocks, Kraken, Ledger, MetaMask, and Upbit provide access and custody.

BlackRock is expected to integrate its BUIDL blockchain, which holds roughly $2.7 billion in tokenized US Treasury funds on Arc. DTCC is lining up tokenization of DTC-custodied assets for H2 2027.

The day-one integrations also include Chainlink, providing data feeds, data streams, its Cross-Chain Interoperability Protocol (CCIP), and proof of reserves for Arv developers. The oracle network serves as the foundational infrastructure for lending protocols that require price feeds to accurately value collateral and execute liquidations. 

Goldsky provides subgraphs for real-time blockchain data pipelines, while Uniswap will provide DeFi services such as lending and borrowing protocols, token issuance and bootstrapping, Liquidity Provider (LP) strategies, and structured products and derivatives.

Arc is late to join the race 

Circle’s Arc is joining a well-crowded category of decentralized layer-1 chains. Stripe and Paradigm’s Tempo reached mainnet in March 2026 and accepts fees in any major stablecoin. Tether-linked chains such as Plasma and Stable are pursuing USDT corridors, while Coinbase’s Base processes high-volume USDC payments as an Ethereum Layer-2 with a multi-year operating record.

What’s next for Arc

Circle’s Arc plans to migrate its consensus mechanism to Proof-of-Stake from Proof-of-Authority, aiming to increase validator participation and independent operation of the network. The stablecoin issuer also plans to automate invoice-linked payments, refund and dispute protocols, and treasury agents using agents.

In conclusion, Arc’s release marks a significant milestone in Circle’s evolution from a stablecoin issuer to a settlement-layer ecosystem, which could attract major financial institutions to move collateral and execute payments.
