Bill Gates Warns AI Will Be Built for the Richest Without Rules

Bill Gates warned that artificial intelligence (AI) will be built for the world’s richest unless governments step in. His foundation pledged at least $1 billion over two years to widen access.

The Microsoft co-founder said market forces alone will aim the best tools at whoever can pay for them. He set out the case in the Gates Foundation’s annual Goalkeepers Report on Tuesday.

What Gates Wants Governments to Change About AI

Gates argued that the people with the greatest needs hold the least power over where investment goes. He said AI repeats that pattern at far higher speed.

The report makes three demands. AI tools should work in every language people speak. More than 90% of the data behind early models came from English sources.

Countries should also control how their own data is handled. Doctors, farmers and teachers should be able to test the tools and adapt them, rather than only use what arrives.

The money runs over two years. Education and health take 40% each. Agriculture takes 10%, and the final 10% pays for data and infrastructure.

Foundation Chief Executive Mark Suzman called the sum a down payment. He said it cannot replace the tens of billions governments have cut from global health budgets. Asked whether AI could fill that gap, he answered “Sadly, no.”

“We can harness AI for good. But it won’t happen by accident,” Bill Gates, chair of the Gates Foundation, said in the report.

Gates’ Remarks Come as AI Labs Argue Over Slowing Down

Gates gave governments a deadline of 12 to 18 months. His remarks come as the industry argues about a different danger.

Researcher Jacob Coxon quit Anthropic on September 9 after three years working on how models are trained. BeInCrypto reported the Anthropic researcher’s warning that day.

“They are racing straight to self-improving superintelligence and gambling with our lives,” Jacob Coxon, former Anthropic researcher, in his resignation statement.

Three days later Anthropic Chief Executive Dario Amodei proposed pacing the frontier. His plan would put outside evaluators inside the labs. OpenAI’s Sam Altman and Elon Musk both backed him.

Traders reacted and chip stocks slid this week. Investor Michael Burry called the slowdown hype tied to IPO timing rather than safety.

Gates said those risks are real and deserve serious attention. He argued the more immediate question is who the technology reaches. World leaders meet at the United Nations General Assembly next week.
